2.1 Intermediary Services: We provide technology and brokerage services to assist you in comparing, selecting, and purchasing insurance policies from third-party insurers. We do not underwrite risk, issue insurance policies, or make claims decisions ourselves.
2.2 Third-Party Insurers: The actual contract of insurance is solely between you and the third-party insurer. All insurance quotes, coverage details, policy terms, and conditions are provided by the respective insurers and are subject to their final underwriting approval.
2.3 No Guarantee of Coverage: GoGlobalSafe makes no warranties or guarantees regarding policy approval, final pricing, coverage suitability, or the financial solvency of the third-party insurers.
Section 3: Client Eligibility and Duty of Disclosure
3.1 Age Requirement: You must be at least 17 years old, or the legal age of majority in your jurisdiction, to use our services and execute a purchase. If you are under the legal age, a parent or legal guardian must complete the transaction on your behalf.

4.1 Payment Processing: All payments for insurance premiums and applicable platform/brokerage fees are processed through our secure payment gateways. We accept methods including WeChat Pay, as well as major credit and debit cards.
4.2 Authorization: By providing your payment information, you authorize GoGlobalSafe and/or the respective insurer to charge your designated payment method for the full amount due, including any applicable taxes, local fees, or surcharges.
4.3 Currency: Unless otherwise stated, all transactions will be processed in the currency displayed at checkout. You are responsible for any foreign exchange fees charged by your bank or card issuer.
Section 5: Cancellations, Refunds, and Fraud Prevention
5.1 Cancellation & Refund Policy: The rules regarding cancellations before or after the effective date, cooling-off period refunds, Waiver Failure Guarantees, and the treatment of platform service fees are strictly governed by our separate GoGlobalSafe Refund Policy, which forms an integral part of these Terms.
5.2 Platform Rights Regarding Fraud: To protect our users and insurance partners, GoGlobalSafe reserves the absolute right to cancel any transaction, block policy issuance, or suspend your account if we suspect fraudulent activity (e.g., forged student identity, use of stolen cards), suspected money laundering, unwarranted credit card chargebacks, or any material violation of these Terms.
Section 6: Limitation of Liability and Disclaimers
6.1 "As Is" Basis: Our platform and services are provided on an "as is" and "as available" basis without warranties of any kind, either express or implied, including but not limited to warranties of merchantability or fitness for a particular purpose. We do not guarantee uninterrupted access to our website or that our technology will be error-free.
6.2 No Liability for Insurer Actions: Under no circumstances shall GoGlobalSafe be liable for any actions, omissions, errors, or claim denials made by the third-party insurance providers.

- 保险公司与经纪人: 您的数据的主要接收方。我们必须共享您的信息以获取报价、出具保单并协助理赔。一旦您的数据传输给他们,该数据也将受其各自隐私政策的管辖。
- 授权服务提供商: 在严格的保密协议约束下,协助我们运营的第三方 IT 托管公司、支付处理商和客户服务平台。
- 法律与监管机构: 当法律规定、收到传票,或为了保护我们客户、GoGlobalSafe 或公众的权利、财产与安全时,我们将依法披露您的信息。

Important Legal Notice: GoGlobalSafe is an InsurTech intermediary platform with global operating entities. This Refund Policy constitutes an integral part of the GoGlobalSafe Terms and Conditions and the 隐私政策. Depending on your location and the transacting entity (see Section 1 of the Terms and Conditions regarding US, HK, and AU entities), certain provisions of this policy may be superseded by mandatory local consumer protection laws (e.g., the Australian Consumer Law). To the maximum extent permitted by law, by purchasing any insurance product through this platform, you acknowledge that you have read, understood, and unconditionally agree to all terms of this Refund Policy. This policy is governed by the laws of the State of New York, USA, and is subject to the arbitration clause stipulated in Section 9 of the Terms and Conditions.
Section 1: Definitions and Interpretations
For the purposes of this policy, the following terms shall have the meanings ascribed to them:
- "Platform" refers to the website www.goglobalsafe.com and its associated service systems operated by GoGlobalSafe.
- "Insurance Carrier" refers to the third-party licensed insurance institution or Lloyd's underwriter that actually assumes the insurance risk and issues the policy.
- "Premium" refers to the consideration paid by you through the platform to the Insurance Carrier for risk assumption, excluding any separate service fees charged by the platform.
- "Platform Service Fee" refers to the fee charged by GoGlobalSafe for providing technical comparison, consulting, information transmission, and transaction facilitation services, the amount of which is separately listed or included in the total price on your checkout page.
- "Waiver" refers to the act of applying to your educational institution to be exempted from its mandatory student health insurance plan using the policy purchased.
- "Waiver Failure" means that your exemption application has been officially and unconditionally rejected by the educational institution, and has not been successful in subsequent appeals.
Section 2: General Refund Rules
2.1 Core Principles All refunds are subject to the final review and approval of the Insurance Carrier. The Platform only assists in processing the transfer of funds upon receiving explicit instructions from the Carrier. You acknowledge and agree that the Insurance Carrier retains the ultimate right to interpret the insurance contract, and its decisions regarding cancellations and refunds are binding on you. As an intermediary, the Platform has no authority to unilaterally cancel an active policy.
2.2 Cancellation Before Effective Date If you submit a complete cancellation request before the policy's official Effective Date, you will receive a 100% full refund of the paid premium. The treatment of the Platform Service Fee depends on the specific instructions on the product page. Please note that requests submitted less than 24 hours before the Effective Date may be routed to the "Cooling-off Period Refund" process due to system synchronisation delays.
2.3 Cooling-off / Free-look Period Refunds If the Insurance Carrier provides a cooling-off or free-look period for its product, and you meet the following conditions within that period, you are entitled to a full refund of the paid premium (the Carrier may deduct a nominal administrative fee as per their rules):
- No claims of any kind have been filed.
- No medical visits, examinations, or pharmacy services covered by the policy have been utilised;
- A complete and valid written cancellation request has been submitted to the Platform.
2.4 Post-Cooling-off Period (Prorated) Refunds Cancellation requests submitted after the cooling-off period are subject to the Insurance Carrier's short-rate table. Generally, the refundable amount is calculated as follows: Refund Amount = Paid Premium - Prorated Premium for the Active Period - Carrier Administrative Fees - Any Paid Claims. In such refunds, Carrier administrative fees are non-refundable once deducted. Under Section 5 of the Terms and Conditions, the Platform Service Fee is non-refundable under any circumstances, unless otherwise stipulated in Section 3 "Waiver Failure 100% Refund Guarantee" of this policy or mandated by the laws of your jurisdiction.
2.5 Non-Refundable Scenarios Regardless of the circumstances, the Insurance Carrier will deny a refund, and the Platform has no obligation to advance funds, if any of the following occur:
- Any type of claim has been filed or is pending during the active period of the policy;
- Your cancellation request is submitted past the final deadline specified by the Insurance Carrier.
- Your policy has been declared void by the Insurance Carrier due to the provision of false information or other reasons.
- You engage in fraudulent activities or unwarranted chargebacks as defined in Section 4 of this policy.
Section 3: Waiver Failure 100% Money-Back Guarantee
As a student-oriented professional platform, we understand the uncertainty involved when waiving school insurance. Therefore, GoGlobalSafe specifically offers a "Waiver Failure 100% Refund Guarantee" to contractually reinforce your protection.
3.1 The Guarantee Provided all conditions in Subsection 3.3 are met, if you are unable to use the purchased policy due to a Waiver Failure, GoGlobalSafe promises to:
- Refund 100% of the total premium you paid (regardless of whether the Insurance Carrier deducts fees; the Platform will cover the difference);
- Refund the Platform Service Fee you paid (this clause overrides the general rule that service fees are non-refundable). The total amount you receive will equal the exact amount you paid at checkout.

第1条:定义与解释

- “保险公司” 指实际承担保险风险、签发保险单的第三方持牌保险机构或劳合社承保人。
- “保费” 指您通过本平台支付给保险公司的风险承担对价,不包括平台另行收取的服务费用。
- “平台服务费” 指 GoGlobalSafe 为提供技术比价、咨询、信息传输及交易撮合服务而收取的费用,其金额在您结算页面已单独列示或包含于总价中。
- “Waiver” 指您使用所购保险单向所在教育机构申请豁免该校强制健康保险计划的行为。
- “Waiver失败” 指您的豁免申请被教育机构正式、无条件地拒绝,且未在后续申诉中成功。
第2条:一般退款规则
2.1 核心原则 所有退款均以保险公司最终审核结果为准。平台仅在收到保险公司明确指令后协助处理资金流转。您知悉并同意,保险公司拥有保险合同的最终解释权,其关于退保、退费的决定对您具有约束力。作为中介,平台无权单方面决定取消生效中的保单。
2.2 保单生效前的取消 如果您在保单正式生效日期(Effective Date)之前提交完整的退保申请,您将获得已缴保费的 100% 全额退还。平台服务费的处理视具体产品页面的说明而定。请注意,如果在生效日前不足 24 小时提交申请,可能因系统同步延迟而转入“犹豫期/冷静期退款”流程。
2.3 犹豫期/冷静期退款 若保险公司为其产品设置了犹豫期或冷静期,并且您在该期限内满足以下条件,则您有权获得已缴保费的全额退还(保险公司可能扣除少量工本费,具体以保险公司规则为准):
- 未发生任何理赔;
- 未使用过保单所覆盖的任何就诊、检查或药品服务;
- 向平台提交了完整、有效的书面退保申请。
2.4 犹豫期后常规退款 超过犹豫期的退保申请,适用保险公司的短期费率表。通常,可退还金额按下式计算: 退款金额 = 已缴保费 - 已生效期间对应的短期保费 - 保险公司行政手续费 - 任何已发生理赔金。此类退款中,保险公司行政手续费一经扣除不予返还。平台服务费依据《条款与条件》第5条,在任何情况下均不退还,除非本政策第3条“Waiver失败100%退款保证”另有规定或您所在法域法律强制性要求。
2.5 不予退款的情形 无论何种情形,出现下列情况之一的,保险公司将拒绝退款,平台亦无义务垫付:
- 保单生效期间已发生或正在处理任何类型的索赔;
- 您提交的退保申请时间已超出保险公司规定的最后时限;
- 您的保单因提供虚假信息等原因已被保险公司宣告无效;
- 您存在本政策第4条定义的欺诈或恶意拒付行为。
第3条:Waiver失败100%全额退款保证
作为学生导向的专业平台,我们理解您在豁免学校保险时的不确定性。为此,GoGlobalSafe 特别提供“Waiver失败100%退款保证”,以协议形式强化对您的保障。
3.1 保证内容 在满足本条第3.3款全部条件的前提下,若您因 Waiver 失败而无法继续使用所购保单,GoGlobalSafe 向您承诺:
- 100%退还您已支付的全部保费(无论保险公司是否已扣除相关费用,差额由平台承担);
- 一并退还您已支付的平台服务费(此条优先于一般规则中服务费不退还的约定)。 您实际收回的总金额将等于您在下单时实付的全部款项。
3.2 适用前提:产品符合性 您所购买的保险产品,必须是 GoGlobalSafe 平台上明确标示为“符合/推荐用于您所在教育机构当前学年 Waiver 要求”的产品。如果您执意购买未被平台推荐或明确提示可能不符合您学校要求的保险计划,因不达标导致的 Waiver 失败,将不适用本项 100% 全额退款保证,而将转为常规退款流程。
3.3 申请条件 您须同时满足以下每一项条件,方可主张本保证:
- 保单用途限定: 该保单的唯一购买目的是用于向教育机构申请豁免学校保险计划,且您在购买时已明确选择相应Waiver支持选项(若有);
- 拒信真实有效: 您能够提供由教育机构官方渠道出具的、包含明确拒绝理由的正式拒绝函件(电子版或纸质扫描件),且拒绝日期在保单生效日之后;
- 时间窗口内申请: 您必须在收到学校正式拒绝决定的 30个自然日内 通过电子邮件向平台提交退款请求,逾期将自动转为常规退款流程;
- 保单无使用记录: 保单自生效日至您提出退款期间,未产生任何医疗就诊、药品赔付、旅行援助或其他任何形式的理赔或服务使用记录;
- 信息真实一致: 您在购买保险时填写的个人信息、学校信息与向教育机构提交Waiver申请时的信息完全一致,不存在任何虚假或误导性陈述;
- 退还义务: 在获得退款前,您须配合撤销或取消该保单在教育机构的任何关联记录,并确认不再就同一保单向保险公司主张任何权利。
3.4 特别说明 若因您未按要求提供完整材料,或材料无法通过我们与教育机构的后台核验,我们有权暂停或拒绝该保证,但会明确告知理由。本保证仅适用于 Waiver 最终失败的情形。若您的 Waiver 因未补交材料等其他原因暂处“待定”状态,不属于保证范围。
第4条:恶意拒付防范与欺诈处理
为保护用户及保险合作伙伴,遵守相关反洗钱法(AML)及KYC规范,平台对退款申请实施严格风控。
4.1 禁止未经沟通的信用卡拒付(Chargeback Policy) 如果您对账单有疑问或需要退款,您同意首先通过 info@goglobalsafe.com 与我们的客服团队联系以寻求解决。如果您在未与我们尝试沟通、或仍在按本政策正常退款处理期间,直接向您的信用卡发卡行发起拒付(Chargeback)或争议,我们将立即中止您的保单。对于被证明是无理或恶意的拒付,平台保留向您追偿相关银行争议处理费(Dispute Fees)以及因调查该等行为所产生的行政成本的权利。
4.2 文件真实性核验与拒绝退款权利 您提交的学校拒绝函、身份证明等文件将被留存并可能通过非接触式后台渠道与教育机构公开信息进行比对。一旦发现以下任一情况,GoGlobalSafe 有权立即拒绝退款请求、永久关闭您的账户、没收已缴纳款项,并向相关执法机关或您所在国的管辖机构进行实名举报:
- 使用盗取的支付工具或未经授权的支付;
- 虚构学生身份;
- 通过PS等方式变造、伪造Waiver拒绝函或其他证明文件;
- 有组织地利用退款保证套利。
4.3 数据合规 为达成上述反欺诈目的,退款过程所产生的数据将作为法律合规证据,保留至法定最长期限,即使在退款完成后也不会立即删除。
第5条:其他可退款情形
5.1 重复支付/技术错误 若因平台支付网关技术故障导致同一笔保单被重复扣款,您可凭银行流水申请退还重复扣划的全部款项。平台将在核实后的 5个工作日内 原路退回,不收取任何手续费。
5.2 签证被拒导致无法入境(酌情处理) 本政策未就签证拒签情况提供普遍性的退款承诺。但部分保险公司产品可能内嵌签证拒签退款条款。请参照您具体保单条款,平台将据此协助您向保险公司申请。若保险公司同意退款,平台亦将放弃服务费,实现全额退还。
第6条:退款申请流程
6.1 提交请求 所有退款申请必须通过电子邮件提交至:info@goglobalsafe.com,邮件主题需注明“退款申请-您的姓名-保单号”。邮件正文应包含:
- 购买时使用的全名与联系方式
- 保单号码
- 购买日期及支付方式
- 退款原因(普通退保/Waiver失败/重复支付/生效前取消等)
- 附件要求:身份证明文件副本(匹配保单信息),及退款原因佐证材料(如学校拒绝函、重复支付银行记录等)。
6.2 审核与反馈 平台将在收到完整材料后的 3个工作日 内完成初审,并向您发送确认回执。如属于 Waiver 失败保证范畴,平台将与保险公司进行数据交叉验证。审核过程中,平台有权要求您补充额外材料,您应在 7个工作日 内提供,否则视为放弃申请。
6.3 退款发放(原路退回原则) 退款一经批准,金额将严格按原支付路径返还。信用卡/借记卡到账周期通常为 5至15个工作日,微信支付等电子钱包为 3至7个工作日,具体取决于发卡行或支付服务商的内部处理速度。平台不承担因您提供错误收款信息导致的资金损失或延迟。
第7条:责任限制与风险披露
7.1 平台中介责任恒定 除本政策第3条所作的明确特别承诺外,GoGlobalSafe 在任何情况下均不保证退款的最终实现。保险公司的偿付能力、核保政策变更等因素均超出平台控制。若保险公司破产或进入清算程序,退款可能受到指定清算人或保障基金规则的约束,平台不承担代偿责任。
7.2 外汇及手续费风险 若原路退回时产生汇率波动或中间行费用,该等损益由您自负,平台仅负责退还实际从支付网关接收的原始币种金额。
7.3 不可抗力 由于自然灾害、战争、网络攻击、金融体系中断等不可抗力导致的退款延迟或失败,平台不承担责任。
第8条:争议之解决
本退款政策引致的或与之相关的任何争议,均纳入您同意的《条款与条件》第九条仲裁条款的管辖范围。即,具有约束力的仲裁将由美国仲裁协会在纽约州纽约市进行,适用纽约州实体法。您在此放弃以集体诉讼方式解决争议的权利,除非此种放弃为当地消费者保护法所禁止。
第9条:政策更新与生效
我们在法律法规允许的范围内保留不时修订本退款政策的权利。重大变更将以网站弹窗、电子邮件等方式通知您。您在新的生效日期之后继续提出退款请求,即构成对更新后政策的接受。
用户确认声明: 在点击“提交退款申请”或发送申请邮件时,您即已认可:
- 1. 您已完整阅读本退款政策,并接受其全部条款;
- 2. 您提交的一切信息和文件均真实、准确、完整;
